About The Project

January 2018 – June 2020: funded by Ford Foundation, in partnership with the Ministry of Tourism and Antiquities and Cairo Governorate.

The Citizen Participation in Historic Cairo Project is a participatory applied research project that studies the following aspects of Historic Cairo as World Heritage site of outstanding “living heritage”:

  1. Management Guidelines for Heritage Sites – applied to the neighbourhood of al-Khalifa.
  2. Studies for two special types of urban settlements within the borders of Historic Cairo:
    • Dilapidated historic neighbourhoods listed as informal settlements despite their historic fabric and heritage value.
    • Modern pockets of urbanism within the historic city – namely modern public housing estates built for low-income target groups.

The work was divided into three subcategories:

  • Dilapidated Historic Core: al-Hattaba

Participatory workshops with stakeholders were conducted and a master plan for the area was proposed and was granted preliminary approval from MoTA.

  • Public Housing within the Historic City: Zaynhum

A study of 12 public housing areas with a focus on Zaynhum and al-Mahkama’s open spaces.

  • Traditional Historic Qasabas: al-Khalifa

The study focused on al-Khalifa Street’s urban fabric, heritage sites and crafts. Collaborative design workshops were carried out with stakeholders to implement pilot interventions and develop a heritage conservation and management plan for the area.

The project shares its outcomes through virtual lectures and the occasional series, Megawra Papers. The series published the conservation of management plan for al-Khalifa and a study of the legal parameters for intervention in Historic Cairo.
